Top Otjozondjupa cop denies promoting female colleague |

Confusion and disillusionment reigns within the Otjozondjupa regional police following the sudden recommendation and appointment of an Otjiwarongo-based female police Constable to the rank of Field Training Officer, a move that requires the occupant to hold at least the rank of Warrant Officer or Inspector.
Field Training Officer Fennie Nashima Zinaka was promoted in May from the rank of Constable and according to highly-placed inside sources this was done on the recommendation of the Regional Commander, Commissioner Joseph Anghuwo. According to a letter of grievance seen by Informanté, two Warrant Officers in the region were the only applicants for the job, but while awaiting the outcome Field Officer Zinaka who never applied for the post was recommended and abruptly appointed. “How on Earth can a constable with no tertiary education be recommended to such a high post, leaving out warrant officers who applied and deserve the post, considering their experience and seniority in rank?” a police source asked. Zinaka’s current appointment follows a similar endorsement late last year, when she was apparently recommended for promotion from Constable to Sergeant Class One and thereafter to an Inspector’s rank. This however never materialised due to complaints from some high-ranking officers in the region. Commissioner Anghuwo however rubbished the allegations that he had single-handedly pushed Zinaka’s appointment through the regional police promotion panel, claiming that the Constable is only acting in that position after the post was vacated by an Inspector who was recently transferred to Windhoek. Commissioner Anghuwo also confirmed that Zinaka never applied for the post, but pointed out that the position of Field Training Officer is not a rank and Zinaka was first choice, because she has been a police instructor at Ondangwa and has worked for a number of years in the field training office. “I cannot promote somebody, even if I’m the police regional commander in Otjozondjupa. We have a panel that recommends officers to be promoted, but the final recommendation comes directly from the office of the Inspector-General. These are rumours and an attempt at tarnishing my name,” said an audibly agitated Anghuwo.
