Recently in a weekly newspaper, the Minister of Presidential Affairs, Dr Albert Kawana was quoted as saying that the delimitation commission has the power to change regional boundaries of the Caprivi region and allocate Caprivi land to the Kavango Region.

I have to ask as to whether, after the introduction of a complete, compulsory and free-of-charge primary education or Universal Primary Education, UPM, the primary school management in general, and the school principals in particular, are well informed about the implications accompanying the money from the State (national budget).
