I have to ask as to whether, after the introduction of a complete, compulsory and free-of-charge primary education or Universal Primary Education, UPM, the primary school management in general, and the school principals in particular, are well informed about the implications accompanying the money from the State (national budget).

The history of the liberation struggle of Namibia has been long and bitter. So was the occupation itself. Until 1915, Namibia was under the brutal German imperialst occupation which oppressed, exploited and marginalised black Namibians.
